Grants to Integrate Schools and Mental Health Systems


The Department of Education plans to announce the Grants to Integrate Schools and Mental Health Systems in the Federal Register on March 31 or soon after.
Below is a basic summary of program purpose and requirements:

"In Fiscal Year 2005, the Department of Education’s Office of Safe and Drug-Free Schools (OSDFS) will oversee a program to improve students’ access to mental health services. Authorized as part of the No Child Left Behind Act and funded for the first time in FY 05, the Grants to Integrate Schools and Mental Health Systems program will seek to fund innovative linkages between school systems and mental health systems.

A funded program must include all of the following activities:
(1) Enhancing, improving, or developing collaborative efforts between school-based service systems and mental health service systems to provide, enhance, or improve prevention, diagnosis, and treatment services to students.


(2) Enhancing the availability of crisis intervention services, appropriate referrals for students potentially in need of mental health services, and ongoing mental health services.


(3) Providing training for the school personnel and mental health professionals who will participate in the program.


(4) Providing technical assistance and consultation to school systems and mental health agencies and families participating in the program.


(5) Providing linguistically appropriate and culturally competent services.


(6) Evaluating the effectiveness of the program in increasing student access to quality mental health services, and making recommendations to the Secretary about sustainability of the program.

Eligible applicants for this program are state educational agencies, local educational agencies and Indian tribes.

The FY 2005 appropriation for this program is $4,960,000 and they expect to award around 20 grants. Projected awards may range from $150,000 to $350,000 with an average award being $250,000. The Department of Education, however, is not bound by these estimates. The project period will be up to 18 months."

Rehabilitation Research & Training Centers (RRTC) Program — Improving Employment Outcomes (Federal Register: May 24, 2004 [CFDA# 84.133B-1])

Purpose of Program: The purpose of the RRTC program is to improve the effectiveness of services authorized under the Rehabilitation Act of 1973 (Act), as amended.  For FY 2004, the competition for new awards focuses on projects designed to meet the priorities we describe in the Priorities section of this notice.  We intend these priorities to improve rehabilitation services & outcomes for individuals with disabilities.

Dates: Applications Available: May 24, 2004.

Deadline for Notice of Intent to Apply: June 24, 2004.

Deadline for Transmittal of Applications: July 23, 2004.

Eligible Applicants: States; public or private agencies, including for-profit agencies; public or private organizations, including for-profit organizations; institutions of higher education; & Indian tribes & tribal organizations.

Estimated Available Funds: $2,800,000.

Estimated Range of Awards: $600,000-$700,000.

Estimated Average Size of Awards: $700,000.

Maximum Award: We will reject any application that proposes a budget exceeding $700,000 for a single budget period of 12 months. The Assistant Secretary for Special Education & Rehabilitative Services may change the maximum amount through a notice published in the Federal Register.

Estimated Number of Awards: 4.

Grants to States to Improve Management of Drug & Violence Prevention Programs (Federal Register: May 28, 2004 [CFDA# 84.184R])

Purpose of Program: The purpose of the Grants to States To Improve Management of Drug & Violence Prevention Programs is to award grants to State agencies to support development & testing of strategies for developing, expanding, or enhancing the capacity of State & local educational agencies, & other State agencies & community-based entities, to collect, analyze, & use data to improve the quality of drug & violence prevention programs administered in the States.

Applications Available: May 28, 2004.

Deadline for Transmittal of Applications: July 15, 2004.

Eligible Applicants: State educational agencies or other State agencies administering the Safe & Drug-Free Schools & Communities Act (SDFSCA) State Grants program.

Estimated Available Funds: $5,000,000.  Contingent upon the availability of funds, the Secretary may make additional awards in FY 2005 from the rank-ordered list of unfunded applicants from this competition.

Estimated Range of Awards: $300,000-$500,000.

Estimated Number of Awards: 12.

Emergency Response & Crisis Management Grant Program (Federal Register: May 28, 2004 [CFDA# 84.184E])

Purpose of Program: The Emergency Response & Crisis Management grant competition supports efforts by LEAs to improve & strengthen their school emergency response & crisis management plans, including training school personnel, students & parents in emergency response procedures & coordinating with local law enforcement, public safety, health, & mental health agencies.

Applications Available: May 28, 2004.

Deadline for Transmittal of Applications: July 9, 2004.

Eligible Applicants: Local educational agencies (LEAs). Grantees that received funding under this priority in FY 2003 are not eligible applicants for FY 2004.

Estimated Available Funds: $27,000,000.  Contingent upon the availability of funds, the Secretary may make additional awards in FY 2005 from the rank-ordered list of unfunded applicants from this competition.

Estimated Range of Awards: $100,000-$500,000.

Estimated Average Size of Awards: $100,000 for small districts (1-20 school facilities); $250,000 for medium-sized districts (21- 75 school facilities); & $500,000 for large districts (76 or more
school facilities).

Estimated Number of Awards: 100.

Mentoring Programs (Federal Register: May 28, 2004 [CFDA# 84.184B])

Purpose of Program: This program provides assistance to promote mentoring programs for children with greatest need that: (1) Assist these children in receiving support & guidance from a mentor; (2) improve the academic performance of the children; (3) improve interpersonal relationships between the children & their peers, teachers, other adults, & family members; (4) reduce the dropout rate of the children; & (5) reduce juvenile delinquency & involvement in gangs by the children.

Applications Available: May 28, 2004.

Deadline for Transmittal of Applications: July 7, 2004.

Eligible Applicants: (1) Local educational agencies (LEAs); (2) nonprofit, community-based organizations (CBOs), which may include faith-based organizations; & (3) a partnership between an LEA & a CBO.

Estimated Available Funds: $29,375,000.  Contingent upon the availability of funds, we may make additional awards in FY 2005 & subsequent years from the rank-ordered list of unfunded applications from this competition.

Estimated Number of Awards: 195.

Estimated Range of Awards: $100,000-$200,000.

Estimated Average Size of Awards: $150,000.

Safe Schools/Healthy Students (Federal Register: May 28, 2004 [CFDA# 84.184L])

Purpose of Program: This program provides Federal financial assistance to LEAs to implement an integrated, comprehensive community-wide plan designed to create safe & drug-free schools & promote prosocial skills & healthy childhood development in youth.

Dates: Applications Available: May 28, 2004.

Deadline for Transmittal of Applications: July 9, 2004.

Eligible Applicants: Local educational agencies (LEAs) or consortia of LEAs that have not received funds or services under the Safe Schools/Healthy Students (SS/HS) initiative during any
previous fiscal year.

Estimated Available Funds: $42,000,000.

Estimated Range of Awards: Up to $1,000,000 per year for LEAs or consortia in rural areas & Bureau of Indian Affairs (BIA) schools; up to $2,000,000 per year for LEAs or consortia in
suburban areas; & up to $3,000,000 per year for LEAs or consortia in urban areas.

Estimated Average Size of Awards: $2,000,000 per year.

Estimated Number of Awards: 20.
