“Making It a Reality: Parents as Partners in Child Welfare”

Kim Helfgott, Child Welfare Resource Specialist with the TA Partnership will describe her role in supporting system of care communities in collaborating with the child welfare system. She will lead a discussion of the challenges in partnering with child welfare and strategies for addressing barriers. Many lessons can be learned from other systems of care communities who have worked with child welfare agencies to effectively engage and support families, created opportunities for parent input and leadership, and helped families to navigate the child welfare system. Resources and tools that have been useful will be shared. Together we can identify additional opportunities and strategies for strengthening family involvement and collaboration with the child welfare system.

Promising Practices in Mental Health Care Programs: A Look at The California Endowment’s Agricultural Worker Health Program Request for Proposals Grantees
In 2002, the California Endowment awarded $10.5 million to 30 organizations to meet the immediate health needs of California’s agricultural workers with origins from Mexico and Latin America. This monograph released in 2004 describes lessons learned, activities and promising practices among grantees that included a mental health component and presents case studies on two grantees serving different agricultural worker populations. Implementation strategies discussed are the use of mobile clinics, promotoras, group and individual counseling, and health promotion activities that are intended to build trust and reduce barriers to seeking mental health services.

Mental Health Care for Children and Adolescents in Foster Care
Between one-half and three-fourths of the children entering foster care exhibit behavior or social competency problems that warrant mental health care. This rate is significantly higher than that which typically occurs in the mainstream population. A child's psychosocial functioning also affects decisions made by caregivers and child welfare professionals regarding the child's exit from foster care. For example, children with poorly treated mental health disorders may be less likely to be reunified with their families or adopted. Published in 2006, this review surveys major findings gleaned from studies about the evidence base for mental health care and about related class action law suits. The review also outlines steps that will improve the mental health services delivered to children and youth in foster care and increase access to care.
